Build the communication sequence
Decide how household members will receive local warnings, who may serve as an out-of-area contact, and which communication methods to try when networks are congested. Text messages may sometimes go through when voice calls do not, but no method is guaranteed.
Plan for children, older adults, language needs, disability, pets, school or workplace procedures, and a prolonged loss of power or mobile service.
